Dual-use goods are products, including software and technology, which can be used for both civil and military purposes, including all goods which can be used for non-explosive purposes and contribute in any way to the manufacture of nuclear weapons or other nuclear explosive devices.
To ensure international security, dual-use goods are subject to strict export and transit rules. These rules are based on the European Dual-Use Regulation. For its export controls, the Dutch government uses the European dual-use list. This list is included as Annex I in the Dual-Use Regulation (428/2009). If a company wishes to export or transit dual-use goods that are on this list, it must apply for a licence. Sometimes relatively simple and 'innocent' goods also fall under the dual-use rules.
